The character's name is Chii and the anime/manga is Chobits. Ive only seen the funny moments to this anime so i dont really grasp what its really about except that she's some kinda robot and is living with this guy who is in charge of caring for her or something...

Sorry i dont know more but that should be the gist of it. Its like a comedy romance anime
